A simple framework for planning diesel costs when HSD prices move frequently, including how to treat current targeted relief.
High-speed diesel affects transport, agriculture, generators and many small-business operations. When the price changes frequently, a fixed monthly fuel assumption can make quotations and cash-flow plans unreliable.
Separate litres from price
Start by estimating physical consumption: litres per vehicle, machine or route. Then multiply by the current verified diesel price. Keeping volume and price as separate variables makes it easier to update the budget when the rate changes.
Use more than one scenario
Instead of a single fuel-cost figure, create a base case and a higher-price case. This is not a forecast; it is a planning buffer.
Date every quotation assumption
If fuel is a significant part of a delivery or service quote, note the diesel rate and effective date used in the calculation.
Track consumption efficiency
Record kilometres, operating hours and litres. A rising fuel bill may come from the price, increased workload or poorer efficiency.

Do not assume a general business automatically qualifies. Treat any support as a separate line in the budget only after your category and current terms are confirmed from the responsible authority.
